Construction

The construction sector is of vital importance to the European Economy. With an annual turnover of almost € 1000 billion, a total direct workforce of more than 11 million, another 15 million employed indirectly the construction sector contributes about 10% to GDP. The EU-15 construction sector is composed of around 97% of Small and Medium Enterprises (SMEs), their performance is essential as it motivates economic activity in all other sectors.

At the same time, construction is particularly exposed to the effects of EU enlargement due to a number of reasons:

  • Construction is a very labour-intensive activity and wage differences have
    a significant impact on the price a construction business can offer.
  • In a number of countries, but in particular in Germany, construction has
    been stagnant for a number of years.
  • Illicit work is a steadily growing problem in construction. There are
    fears that enlargement will give further impetus to this development.

This series of articles aims to address some of the concerns in the present Member States, demonstrate strategies in the enlarged EU and explain how EU rules provide for a smooth accession process.
